I think that she sees perfection, and the fruits thereof. In return, perfection not only sees but attracts beauty. Conclusion: Perfection that doesn't bear fruit enough to attract beauty is not perfection, however, attracting beauty is a tenuous standard even though what attracts beauty is not. Rather subjective, however as a principle, beauty can be recognized by the peace and joy the presence of beauty brings, in varying degrees. From the look on old Bill's face, he is experiencing a healthy ration of both.

I'm not sure that perfection can actually be achieved; I think it is more a hypothetical ideal than a reality. And even then, perfection could only be relative to a particular set of ideals, and what two people are likely to have the exact same requirements, in every precise detail?
I don't know who that man is, so I have no idea what his fruits are, but I'm guessing he has money.

I wonder if "walker" would ascertain, and conclude, from that exact same one photo, if "walker" knew that that one was married to what "walker" would describe as and call an 'ugly woman'?

'Perfection' could either already exist, like for example exactly in how the state the Universe is in Here, NOW, which is always.
OR, in relation to human beings, and their behaviour, 'perfection' could be a state desired and/or orientated towards, but, like you, I do not see how 'this state' could ever actually be reached/achieved. And, this is just because the adult human being can always do, or behave, better.
In relation to human beings behaviour, I agree.
But, in relation to the Universe, Itself, and all of Its, physical, parts, human bodies obviously also included, then the way all of 'those things' are, exactly, at any given moment is 'perfection'. However, on the proviso, obviously, that the harm and damage caused and created by adult human beings 'Wrong or mis' behavior does not align with any True idea of an 'ideal perfect state'.
But, because of 'the way' human beings learn, and grow, properly and Correctly, that adult human beings do Wrong, and cause destruction, is in and of itself 'perfection', just 'playing itself out'
There is 'a state' in which every human being started out wanting and desiring.
And, just like how, 'What is, actually, Right, and Wrong, in Life? 'What is, actually, True, in Life?' are found and uncovered, is by 'that', which every one agrees with, and accepts, so to is how, 'What is, actual, perfection?' is found, and uncovered, in the exact same way.
What absolutely every human being started out, in Life, wanting and desiring, is 'a state of perfection', which could be orientated towards, obviously once how 'that state' could be reached and is achieved is first learned, and understood, but which is 'a state', like you agree with that may not ever actually be able to be reached, and achieved. However, the, real, 'beauty', here, is, finally, 'knowing' what the, actual, agreed upon, and accepted, by all, 'goal' is, in Life, and that 'we' are all working together towards making 'that goal', 'the Reality'.
After all, all working together, in peace and in harmony, as One, towards the exact same goal that everyone, naturally, wants and desires anyway, is, in itself, an existing state of 'Perfection', Itself.
Again, 'It' is not 'a state' that can be reached nor achieved, but 'It' is a state , when existing, is, already, exiting.
(Although this might sound contradictory, to some, it can be explained further, and in much, much more detsil.)

Note that the perfection of technique attracts a beautiful result, thus attracts beauty.

No, it creates a beautiful result; or at least it does in your above example, it does not attract one, and there's no reason why a perfect technique could not be used to create something ugly.
