You're right, not necessarily. But these observations are accurate, and they do turn into a practical solution that will make the whole world happy, not just one country.
How have you determined that without empirical evidence?

There isn't a foolproof way we can predict with 100% accuracy what the outcome of every situation will be. This is not a prerequisite.
Can you predict with any degree of accuracy that it will, in fact work if you have no empirical evidence?

Actually is just means practices is just a gradient from of theory considering all "practice" exists through the mold of theory.
It doesn't.
Theory comes after practice, not practice after theory.
Only once knowledge has been distilled can it be formalised.

What is empirical evidence but staring at the same point in space that constitutes the very thought themselves. Both empirical evidence and abstract interpretation start from a simple point. Tell me how they are seperate?

So the hypothesis does not exist as a theory, which determines practice and practice does not determine hypthosesis? What seperates theory and hypothesis?
Distilled? But that requires a perpetual reductionism which you claim is irrational.

I have no idea what you are talking about.
1. All empirical sensory knowledge is the observation of a simple point of contact with variations through that point of contact.
2. All intepretation stems from a localized axioms, accepted as is, as a point of origin.
3. The "point", or rather "space", is simultaneously empirical and abstract.
