A second chance to develop on a sustainable track, yes. Though it won't be necessary to go back to the stone age. If there are any human survivors of the X-event (economic collapse, blackout, superbug, superstorm, WWIII - whichever comes first), they will have a great deal of reference material in book form and at least some intact infrastructure. Aren't you going to ask me how I know about the GE plant in Evendale?
