Thing about a law like that is it would be very difficult to prove. Small businesses are notorious for hiring one colour. laws allowing racism to exist in one area, encourage it more widely.
In the UK recently the British National Party was forced to allow the application from racial minorities. They added that anyone was welcome in their party and were made to look like a bunch of jerks.
The reality is that laws do not end discrimination. It's a cultural thing. And despite any laws, save clubs like the KKK and the neo-nazis, the vast majority of private clubs in the US allow all people to join.
I forgot to add that my neighbors married decades ago. She's white and he's Japanese. So far. No one has burned their house down. Also, Kayla, she's a white high-school student in the south, complains about all the rednecks, and she has a black boyfriend, and no one has beat her up for it. In America, racism is dying. Growing up, American kids are taught that we are Americans first, and that we come from all over. I remember as a small kid hearing one kid in a group say something about being Irish or this or that and another kid saying, "It doesn't matter, we are all Americans." After which everyone in the group said, "Yeah, that's right." And that ended the topic. That is the American mind-set. That is something you can't understand about Americans, or intentionally chose not to. We elected a president who had a black parent and a white parent. We have a vice presidential candidate whose ex-wife was black. We have a top ex-military general active in politics who is white as can be, and he proudly appears with his black spouse. The last three movies I saw had Chinese leading ladies, and no one minded. In America, the racists are a dying breed, and they are being vocal because they are dying out.
