There is serious consideration being given,here in the uk, to giving chimps something like human rights, but this is only happening, AFAIK, in some moral-philosophy think tanks. Still it's a start.

No, we're not, we're Primates along with our cousins.
Your classification models are pretty much human constructions whereas DNA shows a different Tree of Life.
The reason the 'Apes' don't get personhood is they don't demand it hard enough.
