It took me a little while to understand the word tensed in this article but it shouldn't have. It is talking about the tenses of past present and future. As I understand it, physics does not appreciate or accept the tenses of past and future, especially the past. Everything for physics happens in the present. But, then, as the author puts it, life is not just about physics and the physical world. There is also a conscious spirit, a spirit of not only living in the present but being grounded in and sustained by the past, through memories, and then by its anticipation of the future.

Just to be mischievous for a moment, I think one reason why Einstein refuted the physicality of the past is that he was troubled by his own conscience and memories, about how he had ill treated his wife and how he had ignored his children. The past made him feel guilty, a sensation that had no grounding in physics.
