According to the religion that worships the fake divinity of a supposedly holy hominid and his single mother, that is, Christianity:

(1) one of their clergymen must initiate the deal with a ceremony
(2) the government is to set the terms and conditions of the deal

In my opinion:

(1) It is of no use to conduct ceremonies in the name of fake divinities
(2) The government does not give you any recourse in the case of counterpart misconduct or nonperformance ("no fault")
