Why is Appied Ethics a dead issue?

For the same reason every government, every educational institution, or again, a great deal of human problems cannot be effectively dealt with.

Illiteracy.
Many people have irrelevant concepts of what Man is by definition, i.e., the idea or ideal of Man. Biologically, man is still evolving to become the most powerful life support possible for a life form, that is, the ability to predict the results of some virtual, intelligible model.
Let us take one definition given for Ethic

A set of principles of right conduct.
Or in short, the principles of right behavior. This does not apply to the inanimate. It cannot judge what is right and wrong. It is the culmination of the Story in Genesis concerning Adam and Eve.
To be in the Image of God, mean, in the Bible, not something perceptible, but defers to the intelligible. A simple mind always use God as some kind of perceptible to which they can, assign any behavior at all to them. These people are generally sociopathic. Any intelligent person knows that you cannot equate an intelligible behavior with a perceptible object. Our mind is designed to modify our own behavior. Before we can effectively master the behaviors of our environment, we must first master our own.
A mind is built on top of memory, as Plato noted, the rest of the mind is devoted to memory management. Too many people use words without any knowledge of their association to memory, the memory of their own interaction with the environment.

One of the great problems of Ethics is exactly as Plato denoted it. How in the hell can you know what is their own and not their own?
Until mankind knows what he is, why he is, and to do his biologically defined job, Man will be effectively a savage sticking words together for no other reason than how they sound.
We are still evolving to become functional.

Psychology is commensurate with the Principles of Language (an intelligible Binary where Language is Universal and Intelligible) functionally resident in the mind as a Grammar Matrix (Common Grammar, Arithmetic, Algebra, and Geometry).
Every member of our Grammar Matrix, is contingent upon our definition as mind as a life support system. The more illiterate one is, the less that mind can do its own work.

Both the Bible and the Dialogs of Plato focus on trying to get the read to think about the same things, what we are, why we are, and learning how to do our own job as a form of life.
