Woolly Rhino Bones Discovered

I'm no expert but the way the bones sit on the skull in that picture, it doesn't look like they belong there. Shouldn't they be outgrowths of the bone in the skull? However, these look like completely separate appendages just set haphazardly on top of the skill by researchers or something.
