I'm no expert but the way the bones sit on the skull in that picture, it doesn't look like they belong there. Shouldn't they be outgrowths of the bone in the skull? However, these look like completely separate appendages just set haphazardly on top of the skill by researchers or something.

I am not a paleontologist but as far as I am aware, horns are not bones, they are made of keratin - the same stuff your hair is made of. The skin is not present in the picture, try and imagine skin and gristle all around the base of the horns, that might help.
