Revelation 13:3
3 One of the heads of the beast appeared to be fatally wounded. But the mortal wound was healed, and the whole world was astonished and followed the beast. 4 They worshiped the dragon who had given authority to the beast, and they worshiped the beast, saying, “Who is like the beast, and who can wage war against it?”

I interpret it as Jesus that soon will return, will offer Assad to be governor of Syria and Jesus will proclaim himself king of Syria so he will attract help from the whole world to rebuild Syria in a very short time, on top of that he will make Syria "immune" to any further war, from rebels or international powers.
