The AEP allows people to pay whatever tax they want.
Since the only proper form of taxation is a single tax on property, property being defined as anything with intrinsic market value, even somebody who earns millions of dollars a year doesn't have to pay any taxes if he doesn't own anything.

You're missing the word "would" and then "allow" but since there never will be such an entity you're also missing the words "In my fantasy ...".

I own very little, so, under Bob's plan, my tax would be low.
I would prefer, however, to pay a little more and only pay for the services and products I use.
For example: I'm on the roads a lot...my office is my car...I would willingly pay a road tax (with the understanding, of course, the money I pony up goes only to the upkeep of the roads).
As it is: I pay a lot and have never gotten an accurate accounting of where any of that money goes, how it's spent. The best I've been able to get (from federal and state govs) is a generalized 'collected and spent' accounting whch tells me nuthin' at all.

How the government spends tax money is another issue, but the AEP would address it in due course to keep the tax rate as low as possible.
