And no one wants a country to have nuclear weapons so that it can bully countries that don't.

That's the thing. Good point.

That might have worked for the Russians. But when you're dealing with a completely different psychology -- one that prizes the opportunity of marching their children into mine fields, or promises 72 virgins to those who self-immolate, that refrain rings hollow.

Islamists would be gleeful to immolate their entire populations in nuclear holocaust, if it could be interpreted by their bloodthirsty deity as "martyrdom." You can't bargain with such people, can't threaten them, can't make them fear for their lives or their families. They're past all that.
