Concerning civil war, upon closer inspection, I do not believe that the "far right" will be able to start one. In my impression, they won't be able to take over the state either. They may have a large following but they are actually very weak. Again, the number of followers does not matter particularly much. Only the Shia (Iran, Lebanon) agree to put clergy in positions of political power. The vast majority of Muslims are Sunni. It is historically not a Sunni practice at all to do that.

For example, the Ottoman empire was not governed by a clerical bureaucracy.

It was governed by foreign slaves, all the way up to the vizier (prime minister) and the Sultan. The largest part of the army and the navy, including generals and admirals, were also foreign slaves.
