This can easily degenerate into hate speech, especially, when this kind of speech is being entertained by people at the bottom of society.

This alternative view is not critical of immigrants but of a failing system. Nobody will interpret it as hate speech.

Now I see why there's a subtle suggestion of what you're talking about in that video, but it's not outright clear, any reasonable person must admit, that he's saying they're planning on enacting new laws that make it harder to be critical of Islam and Muslims. Do you have any more sources that make that more clear and unambiguous?
