You might like to imagine they were looking out for us, and doing the best they could; but the number of lies they told, and their reluctance to retract them when caught, surely tells you that more was going on than "the best science we have." There was "spin" and manipulation going on, on an international scale. And people like the WEF were rubbing their hands together and drooling over how this crisis might give them the opportunity to seize power from ordinary folks, and engineer their new "plans for Nigel." (See the WEF's own publication, COVID 19: The Great Reset).
As for politicians at the national level, and as for their minions in the mass media, without seven having to speculate on what they were really doing (and there are good speculations on that, given their own declarations), we know that at the least they lied over, and over, and over again, and that whatever they were doing was not admitting what they did not know, or providing the public with information as it came in. They made a whole lot of stuff up.

I'm sure the masks we were told to wear did next to nothing, but the social distancing was just plain common sense, and the prioritisation of vaccine development is exactly the response we would expect. I really don't know what your game is in trying to promote the idea that there was something dark and sinister going on, but I think most people don't give a toss about it now, anyway.

They lie about important things. They lie to serve particular political agendas. Of course. The media was very cooperative during the Vietnam atrocity and also behind the invasion of Iraq. That's what most people don't want because it resulted in untold numbers of deaths. Not at all. When was the last time the government foisted a jab that was not a genuine vaccine on an entire population? What happened to "my body, my right"? And what about all the personal freedoms and options we surrendered in the panic of bad information? This description is one of the main planks used to undermine the Christian concept and metaphysics. It has elements of truth because, and for example, Catholicism operates through guilt-slinging and wielding shame and the sense of letting God down.
