In the U.S it's eighteen. In the eyes of the law, anyway. If a person under the age of eighteen sees your willy, your crime is a felonious sex defense. If a person eighteen or older sees your willy, your crime is simply a misdemeanor.

Now see i think what got me started in the exhibitionism were healthy but maybe abnormal experiences that i had when at three separate stages in my life. the earliest sexually deviant tendency showed itself when i was as little as five years old. What about this guy? He got life without parole for stealing $9 in 1982 and has been in prison ever since. What a country. Land of the free. How ironic.

Although, the other way of looking at it is that you are really being imprisoned for the original crime which was most likely a lot worse, and for which you were, in effect, permanently on a suspended sentence. The $9 is really a moot point. Still a weird law though. What if the original crime was stealing $9 and the second was stealing a chocolate bar and the third was stealing a box of matches? Would that still be potentially life without parole?

criminal law would have u believe that the habitual felon sentence enhancement acts as a deterent to criminals thinking about commiting felonies, and yet felony crime rates still increase in states with the HF and three strikes law. so there is no empirical evidence that either are effective. You'd never get any of em to admit this tho. Even if u spoon fed the facts to em.

what's really happening is this. It's a very useful tool. the habitual felon charge allows prosecutors to create plea offers that defendents will accept (against the threat of the HF), thereby avoiding the time and expenses of trial and getting a conviction at the same time. eighty some percent of felony cases end up as plea bargains. and without that plea bargaining, the courts system and jails would be literally overwhelmed.
