Some people need to do terrible things, and they're responsible for the terrible things they do. Mitigating circumstances are considered in the sentencing phase of their judgment. Seeing as how there are no mitigating circumstances that would justify the crime you mention, it would appear that your justice system is either odd or corrupted, at least in this instance.
