All the Supreme Court has said is that R v. W. was not a federal issue, one over which the federal government had rightful say. If life in the womb is recognized as deserving the inherent human right to life *, then a state law that makes abortion legal, can be challenged as illegal. If the challenge fails, the decision can be appealed all the way to the Supreme Court.
Then the SCOTUS, which is an appellate court, has the jurisdiction to either not hear the case, or to hear the case and either strike down the state law, or hear the case and affirm the state law, which they would effectively do by ruling on the specific case that's based on the state law.
The appeal will no longer be appealing the Roe v Wade decision. The appeal will be new. It will be appealing the new basis of the new state law, that no longer hinges on Roe v Wade. It will be based on another line of constitutional reasoning, but not the right to privacy. On this basis, the Supremes do have jurisdiction over state law.
Just as they would have jurisdiction over a state law that legalized slavery, or murder.
