Depends on the supposition or concept and the person in question. There's not just one answer to that.
What's the basis of "depends"?
What's the basis of any basis?

I am asking about the basis.
I can't answer this unless I know the basis "of what"?
If you ask "what's the basis of meaning" for example, I don't know if you're talking about a term, a concept attached to the term, the ontological phenomenon, etc. And it's especially not clear when you're asking such questions with the term in quotation marks.

The basis of ANY basis!

What's the basis of knowledge?
What's the basis of ontology?
What's the basis of phenomena?

YES! It's not clear what YOU are asking. It's not clear WHY you are asking anything at all.
