The less resources you have, the less likely you'll be able to produce the intended effects by your efforts. Tools break, contractors lie, and so forth, each of which is the kind of problem easily overcome, even ignored, by the wealthy. The poor are literally less capable to produce intended effects and thus less responsible, all else being equal.

You can be responsible for your intent, sure, but i intend to save the world, and yet have no resources. Am i responsible for saving the world? Must we only choose acts we can ensure will be successful under current circumstances?
