I interpret your question in a few different ways. Could you clarify how you mean, please? Are any of below options “correct”?
How can I be happy when:
a) My loved ones and I are dead, but I’m in “heaven” and they are in ”hell”?
b) I am dead [in heaven], but my loved ones are alive [in hell]?
c) I am alive [in heaven], but my loved ones are dead and in “hell”?
d) My loved ones and I are alive, but I am at peace and they are in turmoil?

After vows before witnesses and God, one could not because happiness then is defined as living by the vows.
For better or worse, for best or worst.
Peace of mind does not require pre-vow happiness.
If you care to look you'll know that many lifetime partners both die only months if not days apart. The first follows the second and the evidence suggests there's not much choice to it.

I don't think anyone who deserves heaven could be happy in heaven as long as anybody's in hell. Surely, no decent human can condone the idea of hell! Annihilation, maybe, but --- eternal torment?!?

Surely among the >5 billion alive and dead non-Christians there are a great % who are not evil at all and a great many who are extremely good human beings, e.g. Gandhi, the Dalai Lama and others. You insist they don't deserve loving at all??
What is obvious is when God is claimed to be real and is omni-whatever, e.g. omnibenevolent, then we have issue in this case where the pieces cannot fit in the jigsaw-puzzle of reality. Then theists will resort to twist and turn [cut the corners of the pieces] to force fit square-pegs in round holes.
However, if God is truly recognized as an illusion from psychological reasons to soothe an inherent existential crisis, then we can easily fit all the pieces of the jigsaw puzzle of reality easily.

Hello bahman,
thank you for clarifying your OP.
Though some do speak of “burning in eternal hell” in an afterlife, it is not uncommon - when at all speaking of it as a place and not as a state of consciousness, that is - to view “being in Hell” as a temporary transition-period, where a soul experiences all the suffering it contributed to whiles embodied on earth, in order to wilfully understand and repent and thereby be able to (re)ascend to Heaven, where all souls originally belong.
From that point of view I’d have to say that if my child for instance, had led an evil life, contributing to much suffering in others and had died without ever understanding or repenting the damage they had caused, they would have to go through Hell to ever get to Heaven, yes.
But, valid to your question is this: if Heaven is a condition where the soul dwells in peace, and we assume that souls maintain their individuality in Heaven in an afterlife (I don’t believe that btw, but let’s see where this takes us), I could not per definition be in Heaven (i.e. at peace), knowing that my child had led an evil life, contributing to the suffering of others without understanding or repenting the damage they caused.
As their parent, I will partly have been responsible for how they turned out and even if in my lifetime I had come to understand and repent my role in that, and therefore not gone to hell in death but rather in life; I would dwell in hell again when they themselves were suffering through it.
And that, I suppose would be like “burning in eternal hell”...
Good thing I don’t believe that souls retain their individuality in Heaven then!
