I do not think an outdated right-wing political policy is going to answer your question.
THe fact is that women's empowerment and the widespread availability of family planning ,and profilactic technology has already started to dramatically reduce growth rates. In developed countries grow rates are around 1 or even lower than 1. Whilst there is still work to do, education and alleiviation poverty seems to be working quite well.

You want to control population? The solution is dead easy: educate young women, especially those in the Developing World. Not just about reproduction...that's not going to do it. Give them educational opportunities of all kinds.

Young women who have educational options tend to limit their own reproduction, voluntarily, to below replacement levels.

No eugenics, no abortions, no euthanasia, and no other nasty, unethical options. Just educate women. Problem solved.

Because group identity is inherently divisive. That should be one part of a much larger picture. Band-aids never last, we need solutions.
