It was only in 1970 that the population of the Earth was about half of what it is now. No discussion of politics or technology is going to be sufficient without discussing how twice as many people are supposed to share the same amount of space and far less resources per person than in less than a lifetime ago.

In developed countries grow rates are around 1 or even lower than 1. Whilst there is still work to do, education and alleiviation poverty seems to be working quite well.

You want to control population? The solution is dead easy: educate young women, especially those in the Developing World. Not just about reproduction...that's not going to do it.
