What could possibly be more important than that the social contact be consensual, and yet it's not; and nearly no one talks about it.

No is talking about the contract because no one is saying that there is a contract.

You are confusing a document with a body of theory: Social Contract Theory, which is not explicit but implicit, and tacit.
