law is a strange term...

no one to enforce it...

no penalty for disobeying it...

Yes twas.

I admit I skimmed it, I've never read anything Buddhist about Karma that conflicts with my understanding of Panentheism. It's the best glove that fits from my analysis of life...fused with other doctrines on a rather distant level - almost like a skim of the data that sneaks through about the main religions...sometimes I just like riding the waves of synchronicity, see whether the systems 'AI' is pushing me somewhere. Better keep away from Dover!
