Modern terrorism and how to deal with it is centred on matters of loyalty.
To the servile state loyalty is a central value and anyone who is perceived to be otherwise is likely to disappear.
Anarchistic society requires minimal group or authoritarian loyalty, barely more than the avoidance of outright violence.
Altruist democracy requires loyalty to that ethic rather than to any person or political body. Swearing loyalty to the sovereign or president can only be as symbols of the ethic and not personal. Every citizen is equal in that responsibility. Every citizen must be explicitly or implicitly sworn to the trust. Those who commit extreme crime against society and are imprisoned, must then swear loyalty at their time of release. To then commit another extreme crime against society may require genuine full life imprisonment. Everyone in prison should receive education, rather than re-education, so that they may understand the philosophy and ethic involved.

Loyalty to a code of laws and loyalty to a group is a distinction worthy of consideration in numerous ways.

There is the recent case of Romney siding with the law over loyalty to his party.
