Even in pantheism, the Universe is a manifestation of God
Nonsense. It's not a manifestation of God. The Universe is identical to God.
This is what wikipedia says:
Pantheism is the belief that reality is identical with divinity, or that all-things compose an all-encompassing, immanent god.
This is what the Merriam-Webster dictionary says:
a doctrine that equates God with the forces and laws of the universe
This is what the Oxford dictionary says:
A doctrine which identifies God with the universe, or regards the universe as a manifestation of God.
I question why you've cherry-picked the secondary meaning from the Oxford dictionary and ignored the primary meaning from all other sources.

by implication means creating the Universe but play no active part in it thereafter like the personal God.
So The Universe created itself, but plays no active role in itself thereafter like a personal Universe?
Do you even know when to stop spewing bullshit?
