I'm sorry, but you fail to understand that there are reputable firms in our country that specialize in these matters. In fact, real estate values have been used in the U.S. for a very long time for taxation purposes, but I can understand how this could be a perplexing matter for Australians whose conception of flight is limited to birds and boomerangs.

It isn't the certificates that Bob is proposing to tax, it's the property. Such a tax could be relatively simple to enforce and difficult to evade so lack of revenue from it is not the inevitable problem you suggest.
