Is chemistry supervenient upon physics?

Before you go what!, let me say I've studied chemistry in college and never ran across anything like this before so I hold no opinions.

This article relates chemistry to physics in a philosophical way and it seems to indicate that physics causes chemistry. Years ago I heard someone mention that chemistry is a special branch of physics, but it's distinct and important enough to be taught as a separate course at many colleges and universities.

After you read the article, maybe you'd have some thoughts about what it's talking about that you agree/disagree with.
