Which part don't you understand of what is being described by a 'mandatory recall notice'? Let me help you, the mandatory applies to the recall notice and is designed to make the issued notice stand-out from other junk mail. It is not that the recall has been governmentally mandated. In a Muslim society, yes, I do. Just as learning American ways helps a Muslim, or anyone else, fit into US society. That's a big 'duh', Bob.

For example, Bob believes if you suddenly want to become a doctor, you should be able to immediately start treating sick people, charging whatever you want, having no qualifications, in under-equipped and unhygenic premises, and having no liability insurance. The rest of us don't.

There should be no problem with you doing that unless you commit fraud or harm patients.
