How would you fight terrorism? Once there were wars, nations arising against nations. Before again there were populations against populations. Civil wars, and a population fighting against a totalitarian regime.
But may we nowadays engage war to isis? religious fanatism? or terrorism in general?
There is no way of defense for common people, once you were adviced of a bomb attack or ground invasion, you had time to escape, to prepare. Today modern States are not able to protect their populations, so they could evolve in Big Brother society. Would you sacrifice your personal freedom for general security?

I vaguely recollect a science fiction story written back in the 1950s that dealt with super-advanced technology becoming commonly available to zealots, disgruntled citizens, insurgents, political nihilists, teenagers, and basic maniacs / whack-jobs. Within decades civilization fell apart from the mayhem and retrograded back to a more primitive status. But a real population accustomed to some significant degree of stability, order, and sci-tech addiction beforehand would eventually relent before the collapse progressed to that stage. Handing themselves over to an Orwellian-like polity that spared no violating of civil rights to ferret out potential malefactors, as well as inventing their own ideology / culture to integrate under and dissolve the friction of disparate immigrant and native factions. Why keep old historical grudges alive by singling out an an established creed / social institution to be lord over its rivals? When a spiffy, symbolically new system bereft of past issues can sport its concocted abstraction on a flag and its hipper alternatives to old-fashioned salutes to the party / state and traditional goose-stepping marches.
