What is it and where is it. Simple if slightly obtuse question. But where does it learn the most and when does it have the most intrinsic value?

You speak of it as if it has a life of its own. To answer the question, it's in our hearts and our mind. Philosophy might have value in government, but it is least in evidence there.

Quite and quite, at the end of the day, those who lead control the world, but those who chose to think about lead, well: "the meek will inherit the Earth, but not their mineral rights." 
People are fucking dumb, recalitrant (if I can invent a word dumber than recalcitrant, by missing letters), incorrigible, and I include myself in that, even if I am an anarchist. Thought wise at least.
