Collecting data involes time as all other action does. But collecting data is a local action while consciousness is its self nonlocal. A local action no matter how its dressed up can never call its self nonlocal so it can never be conscious of its self as you are. Like you say its the local action that gives nonlocality (consciousness) its feeling of being time. There for directional time or local time is not real time. Nonlocality is real time and thats you the observer as nonlocal identity. Nondirectional time can be seen as the relativity in the action in ya mind. So if two objects are passing each other in ya mind you are the relativity as conciousness. You as conciousness are relativity.

What I am saying is true. There is nothing in the literature claiming computers recording data become conscious over time.
