I don't think the world is as simple as that you can measure anything by the number of synapses they have unless it's ridiculously high or extremely small. Anything in-between is likely to not mean a lot of and by itself.

Indeed. We tend to rely too much on "measuring things" and we most of the times require measurable evidence to formulate a hypothesis. But Nature does not always work in 0 and 1s...
