not sure how you expect anyone to immediately tell the difference if the safety ring is removed
i taught my daughter that toy guns can be mistaken for the real thing, that some people carry concealed firearms, and some are more trigger happy than others - and yes i wish that this was not necessary but whatever i think of it there are lots of people with guns here and some them are crazy - and any police officer will know this and respond accordingly

it remains true that walking around waving a toy gun that cannot be easily told apart from a real one in an awful idea
let me try an analogy
lets say i do something retarded - like ride a motorcycle without a helmet after a mickey of vodka - and crack my skull on the pavement
i go to the hospital and get operated upon by most incompetent neurosurgeon in the country and die - where with a competent neurosurgeon i would most likely live
it would remain true that i started a sequence of events that is likely to lead to harm - that i did something seriously dumb that lead to my death
lets say that the events were exactly the same except that the gun were real (but unloaded). How about real (and loaded). would you treat it differently in that case?

Obviously, if the officers testimony is in fact true, for one to grab a loaded gun from one that is licensed to kill with it, is at least ignorant, or maybe touched, quite possibly stupid.
But then so was the cop, stupid, that is to use a projectile weapon at that close a range to allow for someone to grab it in the first place. If alone then maybe a gun as intimidation, but with backup, clubs would have been sufficient.
It was a stupid fiasco, oozing of fear, mainly on the cops part.
