Is boredom a kind of necessary punishment to encourage creation?

No it's something that evolved to make you more likely to survive. Sitting in one place for a long time doing nothing, or whatever has caused you to get bored is not an evolutionary pro. Punishment suggests a creator as well, which is something I personally find unlikely.

No it doesn't. Our body can punish us without the need for some kind of external intelligent agent. You eat to much food, your body punish you with stomach-ache. You don't drink enough water, your body gives you dry mouth. You jump into an icy lake, your body punish you with shock cold.
