On human rights issues overseas, fellow compatriots and fore

If a group of everyone's fellow compatriots ( who I would presume be among a larger group of so called "internationals" ) and a group of "nationals" or citizens of the countries with "human rights issues" were both experiencing "human rights injustices" and "political injustices" overseas, I believe it is possible for individuals and governments to possibly show concern about both groups. I believe it may be okay to show more concern about the "fellow compatriots" and other so called "internationals" since jurisdictional issues may make it harder for individuals and governments alike, governments in particular to act on behalf of the "nationals" or citizens of the countries with the "human rights issues."
