Is enacted by a force that has a majority of officers that never made it past year 16 highschool
education and did that poorly.

I know this cause i have had them on doorstep several times and i had to explain meaning of plain English words like.

People who enforce the law don't have to be smart they just have to follow the rules? That said I see what you are saying they should be because they are bringing down a justice system on people. In my neck of the woods they are smart they are savy and they are quite able to argue the toss with the hoi poloi. It seems a shame that your officers of the law are not as well reasoned. Put it this way if I used big words on an officer of the law in my country they'd probably use big words back, and perhaps arrest me if I was talking shit. Not saying I have a criminal record but all the officers I have come across seem very much able to argue the toss... Very much not phased by flowery language and very much able to carry out their duty in a civil manner without having to resort to: duh what you saying mush?

And 'this is norm'. The officers i had words with were dispatched by higher authority to 'put it on' a local who had crossed a line on national security issues.
One was a confused man of little brain and his partner a tall immaculately dressed and observant officer.
The quiet one was very amused by his partners ham fisted attempts to intimidate.
The stupid one kept asking 'can we come in' [to my house] no i said. you cannot.
I kept them on porch.
[And said to quiet one. 'nice threads..detective' which got me a half smile]
