Even without a malicious intent, what if a male sees something rather....exciting....and reacts?
But then, "In olden days, a glimpse of stocking was looked upon as something shocking..." and now even quite young men can walk down a street full of legs, midriffs and décolletage without embarrassing themselves or causing a disturbance. It's all about what you're used to.
How people dress should be determined by the climate and the activity in which they're engaging. I certainly wouldn't want to ski or build a brick wall or perform surgery naked. Being ruled by other people's sensibilities is far too arbitrary.

Couldn't agree more, and I was being hyperbolic in my imagery
I'm more pointing out whether I'm comfortable with it or not, full public nudity probably just isn't going to go over very well with the general public.
