Time is not conditional on anything so the question of locality or non locality is irrelevant. In theory time could be
frozen in a static Universe but that would have to be a Universe in which everything above the quantum level was
frozen and that is only a theoretical model. But if time is non dependent then that would not actually apply now

Time has only conceptual existence, without a mind to evaluate change, there would be no time. If time was a dimension, and particles were able to traverse it, then the energy in the universe would not remain constant. What we witness is actually only changes in the state of energy, and time is purely a concept created by the mind by virtue of its memory, projective functions.

Ok james thanks for that.time awareness is there for awareness of intervals.so when intervals are placed on a blank sheet of prexistent sizelessness we get consciouse time awareness in an observer.so consiouseness would be a sizeless surface interface in the brain.

The brain, along with the rest of what we interpret as a physical reality, is really a manifestation of reason, a tangible evolution of our conscious development along reasonable lines, without it we'd be a shrieking mad series of thoughts, just an insane drift through an incomprehensible nonsense. Reality fits, and adjusts, for the maintenance of an ordered conscious development of what is true of the spirit, it doesn't have to be essentially true in itself, just as long as it guides you at a pace that allows you not to slip off into la-la land.

Time does not require minds to conceive of it. Other wise it would mean that
it was frozen for most of the age of the Universe when no complex life existed
[ that is known to ] The concept of it that exists within our minds is completely
different to the actual dimension that exists in space. The two are not the same
One is a subjective interpretation and the other one is a physical phenomena. As
referenced by the laws of physics. It will still carry on existing once all life ceases
to be just as it did before it existed and so is therefore not conditional upon it now

Yes i understand time dialation between objects.such as different pieces of urianium degrading at different rates relative to one anothers sub light speed.but as far as my reasoning goes its that very dialated thing that is the ultimate mover of all objects.which is nonlocalised time.or put another way an absolute fix moment which moves all objects in momentum.but remains absolute to its nothing status.
