i have friends who have been busted for drinking under age and at no point did the authorities use or even threaten to use physical force
the problem in the usa is that there is a multitude of police and other law enforcement organizations with various levels of training, organizational philosophy, hiring requirements and laws governing them
so in one place the police could be courteous well trained honest and capable and fair, and you drive across an imaginary line and the next county over you get neanderthals from some sort of stalinist dystopia

yeah it is a mess
if you are in the usa and do not have any specific knowledge of the law enforcement you are dealing with do not trust them - this goes double if you are not white
in the rural bible belt the police are for most port ok as long as you do not act in a manner that they consider disrespectful - if you do then you might be in for a world of hurt - strictly speaking you have the right to call the sherrif's deputy a shit eating donkey rapist - in practice i would advice against it
the ones that are not ok often are very corrupt and do not know that the 1950s are over
