Where does the power come from to enable a group of people to impose a political construct?

if i remember my history correctly, Tito told Stalin to go fuck himself and was able to manage on his own just fine
when khruschev came to power there was a bit of a warming in yugoslav - ussr relations - but yugoslavia was never a member of the warsaw pact or otherwise took its marching orders from moscow - or got material support from it

My parents used to travel in East Europe regularly in the 60's and 70's. Mum, who was a socialist, was thrilled with how well Yugoslavia was doing. Dad, a conservative, insisted that was because Russia was pouring money into it. Their views were fairly typical. Certainly the understanding was that the Russians were delighted to get Yugoslavia off their hands when they withdrew tactical and financial support. I've not heard that Tito told Stalin to go fuck himself, but I can see the propaganda advantage of putting it like that. You may be right, but knowing history and knowing the truth aren't necessarily the same thing.
On the news the other evening, a Jewish guy was interviewed about "the knockout game" incidents that have happened recently in this neighborhood. He said that all victims were Jewish. All perpetrators were black young men.
"Civilization is not instinctive. It doesn’t come packaged in our DNA. It doesn’t even come from schools or books. It has to come from the defining human institution; the family.
Where there is no family, men and women wear the coat of civilization loosely and cast it aside easily. They treat violence and sexuality with the casualness that those outside civilization do. It is the family that civilizes violence and sexuality by endowing it with civilizational meaning. Without it, all that’s left are dark streets, single mothers, male wolf packs and Knockout games."

I once saw bigotry on seeing its ugly face, I knew all and everything that is wrong with the race we call human, and hence why race is explicitly pointless, if any race is better than any other or any human thusly they have of course done little or nothing to prove it, in fact all they have proven is that they are inferior by their design, and we should hence mock them so. And always because no man no matter how intelligent can honestly believe he is superior to an ape when he looks at other apes and considers himself a hairless form of a chimp that is superior given what he is, can of course honestly say he is any more than chimp given what he has done.
