In my vision of utopia, society will provide living quarters (food, clothing, shelter) out in the desert for addicts. While resident there, addicts will receive free alcohol and drugs of the most popular kind. Addicts will be offered counseling, detox services, etc. without coercion, while free to destroy themselves if they want. Drugs will still be on sale in cities and towns, self-medication for the general populace, no prescription required, but at a price that will incentivize hard-core addicts (dead-enders) to migrate to the special drug camps away from normal society.
That way, citizens of my future republic will be free to consume what they want without government interference - no drug-related crimes, no black market, no overcrowded prisons. Meanwhile, the worst effects of self-destructive behavior would be dealt with humanely, without wasting time and resources trying to force hopeless addicts back onto the straight and narrow path. - CW
