Although you are pretty bad at the outer dialog I suspect, as this is called language and communication and is intimately tied to what it is to be a self-consciousness.
This inner dialog is easily solved in NLP as its just the recognition that our internal voice does not have to be thought as thought, i.e. thinking. A simple technique is to make a picture of the voice or voices, e.g. a switch or control of some sort and then just turn it down when you wish, also learn to relax the muscles around the eyes and 'see' with peripheral vision rather than foveal, i.e. extend ones attention to the periphery.
Clear consciousness can be associated with self-consciousness wherein a moment or two where we are able to see ourselves; mentally, physically, & emotionally.
Nonsense, you are asking one to fall into a pointless self-recursive loop. That you can only hold this state for a moment or two shows it a waste of effort. No-one needs to told what it is to be self-conscious as we all are, its what makes us what we are. If you want to be truly a 'clear consciousness' (and I find it interesting that you use L.Ron's terms here) then you should be aiming at being congruent in your thoughts and actions, i.e. your body reflects your words and your words reflect your thoughts which are the sequences and complexes made up of images, sounds, tastes, smells and 'feelings'(with 'feelings' being the actual bodily feelings). With this you should also think through your thoughts and actions from at least three perspectives or positions; first position - how do I feel and think about this? Second position - what is the others person thinking or understanding about me in my first position? Third position - imagine yourself as another standing observing both positions, what do they think or understand about the situation and what advice would they give to the first position? Theres more but do at least this my son and you'll be a 'clear'.
