It certainly is not what makes people happy and content that would make the best society. Such a society would eventually grow lazy, stale and atrophy. What makes the best society is one that is constantly churning and renewing itself. It is made best by being an open one, not isolated but accepting of new people and new ideas. It is also made best by the free interaction of people and the feedback systems they develop.
