Aid helps the North control the South, setting the prices for the goods it takes out of the South. Price fixing and import controls makes sure that Starbucks only has to pay 0.5c for each cup of coffee that it charges $2.50 for. This is true with all imported goods , and the Aid goes to the elites to keep their mouths shut. The politicos get there Mercedes and machine guns (most aid is military BTW), whilst the occasional drought gets treated with a few sacks of grain.
In addition the US gets to keep the lid on powder kegs like Egypt (which it did for 30 years) so that it does not attack Israel, which is owned mainly by American business.
There is such a thing as free aid, by that is not paid by government, but by charities such as Plan International, Christian Aid, Save the Children Fund, Oxfam etc..
