I mean the North American President Obama.
I think they were useful terms but have been made meaningless by the Obama team's progress since that campaign. The words were used to give people a vision of a better future; then, once in office they became just that, words: words without any foundational authority within political or domestic reality.
If I now start a campaign calling for 'hope and change' these words won't be as powerful as they once might have been, they've been emptied out and only their skeletons remain. By emptying-out and ruining important words it limits any further use of them.

A literal interpretation of a statement is always possible, yes.
