Consciousness emerging from brain processing is strong emergence which has never been demonstrated in any shape or form. Panpsychism on the other hand is explained by weak emergence which is found everywhere you look. Evolution is a well studied process of weak emergence. All our complex human actions weakly emerge from the comparatively simpler actions of our cells. It's hard to find a greater speculative leap than preferring an explanation with no basis whatsoever with one whose basis is ubiquitous.
