Every human being is 'happy', that is, until they are taught to want things that they do not need, and then are told that they can not get what they want, and/or are forced to do things that they do not want to do or not allowed to do what they want to do.

So, when people are living in 'this way', like in 'current times', then 'happiness' exists only in a temporal state. But, this is not how it has always been, nor how it will always be neither.

“When the mind is at peace, the world too is at peace. Nothing real, nothing absent. Not holding on to reality, not getting stuck in the void, you are neither holy or wise, just an ordinary fellow enjoying the wonders of life.” P'ang Yün

Total Global Happiness!

If you read utilitarianism you might find a good chapter on happiness. Utilitarianism is a hedonistic moral system.
