You go to their profile and click on 'add foe'. It's pathetically inadequate though. You still get notificatons when they 'quote' you, and you can still see their comments if someone quotes them. I found it pointless and counterproductive after getting dozens of notifications per day from someone I had on 'ignore' but who insisted on continuously addressing me.

Actually, I think you are quite a hardened expert at it.
